David is the Realty Officer/Transportation Planner in the Arkansas Division, Federal Highway Administration.  Prior to his position in Arkansas, David was a Division Realty Specialist in the Florida Division for four years and in the Maryland Division for two years.

 In addition to his responsibilities of administering the Federal-aid Right of Way Acquisition Program, David administers the Federal-aid State-Wide and Metropolitan Planning Programs for three of the eight MPOs in the State of Arkansas.

David is a member of the International Right of Way Association and has achieved its Senior Right of Way Agent Designation and its Negotiation-Acquisition Certification.  A member of the Chapter 51 Leadership Team David serves as Chapter Treasurer.  He is also a member of the International Transportation Committee.

David is a 1984 graduate of Mississippi State University with a Bachelor of Business Administration degree and in 2005 he completed the USDA Graduate School’s Executive Leadership Program.
